It was designed by Sir William Stanier, the Chief Mechanical Engineer of the London Midland and Scottish Railway (LMS). This locomotive is the sole surviving example of the Stanier Mogul class. This locomotive was part of a batch of 40 built between 1933 and 1934, designed as a development of the Horwich Mogul (Hughes Crab 2-6-0). It featured a tapered boiler, a higher working pressure, and horizontally mounted cylinders—unique among Stanier designs. The class was initially numbered 13245–13284, later renumbered 2945–2984, and finally 42945–42984 under British Railways.
